Not critical, but conventionally the UHF antenna (DB4e) goes at the top. It sounds like 4' of separation should be easy to achieve... (3' min.)
At 20' you'll need guy wires for sure. I would favor guy wires on each 10' section of mast. http://www.3starinc.com/adjustable_3...enna_mast.html

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
