My experience with the iPhone compass app has been that it can be off by as much as 180°. You may benefit from taking the time to adjust the aim in small steps, 5 degrees or so, checking reception and for most tuners, rescanning. Make notes and use nearby land marks to return the antenna to the best point of aim found.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
