200' of RG-6 should have no more than 12 dB loss. Be sure you are accounting for the cable correctly, you only count the cable that the signal has to travel through to get to the tuner. Don't add the length of cable connected to other splitter ports, going to other TV's. If you're using a typical 2-way splitter, expect 4 dB loss through the splitter. When you add the second splitter, you have another 4 dB of loss...
So as I add up the losses, I'm not 100% convinced that we have accounted for the 24 dB change in system performance. Look for the possibility of loose or bad coax connector(s). Use one splitter, with the number of needed ports. Unused splitter ports add loss with no benefit to you.
A Channel Master CM-3410 distribution amplifier can be added ahead of the splitter if needed.
