To have much success receiving the New York signals, you need to consider an outdoor installation, high and clear of trees and buildings in the path.
Can you consider a chimney or tripod mounted 10' mast? I would use a 91XG, a UVSJ and an Antennacraft Y10713. An alternate option would be a Winegard HD7698P.
In either case, I would use an Antennas Direct CPA-19 preamp.
(The C2 is a good antenna, but not enough gain for your application)
