First problem:

You can't use a normal preamp, WHBF on channel 4 is too strong. The other stations are strong enough to work without a preamp. You could use a Winegard AP-4800, it bypasses VHF and amplifies UHF only.

Second problem:

You have stations from multiple directions, but a single antenna and no rotor. To pick up most of the stations properly the antenna should be aimed at 153°. You'd want a second VHF antenna (CS-600 or Y5-2-6) for WHBF and aim it at 84°.

Use a HLSJ to add the two antennas together.
