Presuming you already own the HBU-33, give it a try. If you're not aiming through trees close in you likely have enough antenna to achieve your stated goals.
My inclination would be to go large... An Antennas direct DB4e or even their 91XG, plus an Antennacraft Y10713 or Winegard YA1713. But my goals would include weak signals like KFFV, KUSE, KTBW and KBTC. A less complex, one antenna option would be a Winegard HD7696P or HD7698P.
If the HBU-33 can not produce a reliable signal at the end of 30' of coax terminated in a single tuner, it's unlikely that a preamp would help much if at all. Adding a preamp in this scenario might help if the tuner has a particularly poor noise figure. On the other hand, if you add more cable and a splitter, a preamp would be recommended, to overcome the additional loss.
