Can you provide a TV Fool report based on 25'?
Your signal report indicates the need to consider a more capable antenna and/or higher mounting.
A second TV Fool report based on a higher mounting height (25' is often valid for a one story home) would help decide which course is best. I expect a reasonable increase in mounting height will change the predicted signal report quite a bit in your favor.
The HDMS9100 has little hope of receiving more than the one strongest signal, WZRA. If you're stuck with it, and you can't afford anything else, higher mounting will be your best hope. I'm sure there are reasonably priced alternatives that will perform much better though.
