Have you tried raising/lowering the antenna a few inches? The antenna may be sitting in a dead spot for that channel.
Also the directional antenna pattern of channel 28 does not favor your area, so you are only receiving a fraction of the actual transmitted power. Transmitter power is 168,000 watts, but only 15,000 watts are aimed towards your location.
