Can't get an obvious RF Channel

Not sure what I'm doing but just installed an outside antenna at about 25 feet. The stations that I do get are wonderful (Channels 9 and 36 in my area). These channels are listed as the 1st and 3rd best channels for reception on tvfool.com

But the 2nd channel, which I'd really like gets nothing. It appears to be the same tower as the 3rd channel so I'm baffled as to why my TV can't find a signal. I don't know what/how to test as I have no equipment. But it surely seems like I should be getting about 8 channels.

I'm in Florida...very flat. Admittedly I do have trees around me which are much taller than my antenna. But even if the trees are a problem. I still don't understand why I get nothing for the 2nd channel (Channel 28).

I've tried aiming the antenna many different directions. Surprisingly, the channels I do get seem to be fine even with wide variation in my antenna orientation.
