An HDX1000 would not put a tuner at risk of overload with signal levels shown in your report.
Your suspicion re. reflections and multipath seem quite plausible to me. The fix is a more directional antenna. Consider the Antennas Direct CS-2 complete. If you don't care about PBS, then go with the CS-2.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
