If you have no options for outside mounting, you can still hope to see some channels. Your success depends on whether you have a clear view toward Mt. Wilson. If you can aim the HDTVi or HDTVa through a window, you can hope for some reception.
You can also consider using an outdoor antenna such as one of the Clear Stream series from Antennas Direct. The larger CS-4 would have more gain than the smaller versions. The CS-1, CS-2 and CS-4 are all UHF only designs but a VHF add on kit is also available.
The RCA ANT-751 also comes to mind when thinking of people trapped in an apartment or condo.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
