If the terminals are not corroded, (FL salt air???) then give it a go! The lower antenna needs to be removed and recycled, but the upper antenna appears to be an all channel design which covers channels that are no longer used for OTA TV in your area (for now anyway) but it appears to also cover the UHF band which is where most of the signals are.

If it doesn't work out due to corrosion or broken parts, replace it with the HBU-33 or an RCA ANT-751 aimed at about 150° compass. If you mount outdoors, you should have a great selection of signals to choose from.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
