I would use the four bay. It has a wider beamwidth and aimed to 292 degrees magnetic it should play all of the strong stations from 245-346 magnetic, including channel 11. The 8 bay and most U/V combos have a narrow beamwidth and won't do as well with the 345-346 degree spread.
Do not use a pre-amplifier. If you have more than three or four sets you may need a distribution amplifier.
