With "noise margins" in the 40's or more, there's plenty of available power for many TV sets without resorting to any amplification. A typical 4-way splitter and 100' of RG6 only drops about 13 dB of signal.
A simple reflectorless two or four-bay bowtie antenna plus a simple VHF dipole would likely work. The wild card will be whether or not multi-path rears its head as it often does.
