Be certain the tower is designed to be raised the way you intend to... Many shorter towers will collapse when raised the way you're describing. Tilt-up towers are engineered to withstand the forces put on them. If this is not designed as a tilt-up tower, or you modify it... you're on your own.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
