Because there are a few hills and valleys in and around Cascade, IA, you would be best served if you provided a report that is based on your location, not the City center.

Given the information in the TVFR you've provided, a Winegard HD8200U and an Antennas Direct CPA-18 would be an antenna / preamp combination to consider.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
