I just bought some Scotch brand #2228 "Moisture Sealing Electrical Tape" at Home Depot. $8.97 for a 1" X 10' role.
One role is enough to do several installs. It was quicker for me to by local, and no shipping.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
