Read through the forum and you will see a few examples when JC and I have different opinions... this is not one of those cases though. I'm with JC on this one...
A U4000 will do quite well receiving CH-9 at that power level... in fact, you don't want the additional gain of a high-VHF antenna, you would increase the risk of receiver overload. The wider beam-width of the 4-bay vs. the 8-bay also works for you.
I have not tried every RS amp... but I've yet to find one I would recommend. The Channel Master DA's will take quite a bit of input before overloading and have pretty good noise figures.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
