Is a relatively small outdoor antenna doable? If so, I would consider the Winegard Ghost Killer mounted on the roof. It is a decent all around performer & will likely work as well on UHF as the 91-XG does inside the attic.
While the gain figures of the Ghost Killer are not published, I have found it to work quite well with signal strengths similar to yours.
