Why can't I receive this channel?

I'm trying to get channel 45 Fox from Baltimore with no success (0% signal). But channel 54 CW comes in with (94% signal) and is at the same location.

Understood. With the results I'm getting now, my thinking is to go with the Winegard YA-1713 which is a VHF specific hi gain antenna that might just get a little better signal and not as many drops....
