Inherited Antenna Has Zero Signal

The place I'm moving into had this antenna in the attic from the previous owner:

I hooked it up to this:

and I got zero signal and nothing found after a channel search.

I also bought a Mohu Leaf and tried it in every window with the same results.

Get a known good piece of coax and take something outside and see what you get.

What is the roof construction? It almost looks like concrete - like the block walls, which oddly enough are pretty good at "blocking" signals.

Oh, presume you have re-scanned for all channels after each change?

Something is wrong in the wiring, components or something as you have PLENTY of signal.

Yes, the entire structure is concrete which is why I thought putting a leaf in a window may be a better solution.

I took a tested piece of coax and tried the leaf outside with the converter box as well as directly connecting to a digital TV. Channel search found nothing in both the front and back of the house.

I just don't get it. The coax is good, TV is set to ANT, and I run a channel search after moving the antenna to different places. The digital converter box rules out any issue with the test TV as it's made to receive digital signal and has RCA out.

Before giving up, I'd do as already suggested... Move the existing full size antenna outside to a location that has minimal obstructions such as buildings and trees.

Is your TV capable of tuning DTV signals? Or is it an older analog only set?

The Mohu Leaf is not likely to have the needed gain or the directional capability needed to overcome the multi-path and similar problems due to the edge path conditions you face. If I was starting from scratch, I'd use an all channel antenna such as the Winegard HD7084P, Antennacraft HD1800, 1850 or Channel Master CM-3018, 3020. I'd definitely mount outside in the clear.
