Does only the longest elements on a VHF antenna pick up channel 2?

Yes, because CH 2 is the lowest frequency TV channel, 54 to 60 MHz.

The elements would be about 99 inches long across the width of the antenna.

There are two types of VHF antennas. The largest VHF antennas cover VHF-low (2-6) and VHF-high channels (7-13). Channels 2-6 aren't used much anymore for digital TV. The more common and smaller VHF antenna covers 7-13.
