Many if not most TV sets provide a signal metering function of some sort. Though it's not practical to haul a 60" screen on the roof or up a mast (or so I've been told).

I have found the various SiliconDust tuners to be very functional as signal meters. There's a free app available, "Hdhomerun Signal Meter" which makes a tablet or phone an easy to use portable meter.
