While one can do that, it's rarely necessary as it was back in the analog cable TV days where signals at the outlet had to be pretty "hot" at 0 dBmV (-49 dBmV).

The dynamic range of digital ATSC signals, before impairments, is almost 80 dB. Before any signal impairments are introduced, one will get EXACTLY the same picture and audio whether the signal is - 5 dBm or -80 dBm. The only thing that matters is that each set gets enough but not too much signal. There is no technical need to meticulously balance the signal level at each set.

As long as one neither overloads or starves a digital tuner for power, it's good enough.

I do a lot of motels and hospitals so I have a ton of taps in stock I need to use up

Besides, what kind of engineer would I be if I didnt try to get everything just right LOL
