I have drilled through the roof deck and then in the attic added 2X4 or heavier stock as a backer cleat to lag or bolt through. But if I'm understanding your post, you don't have attic access??? I have had limited success using an ultrasonic stud finder on the roof, there's a lot of material to penetrate... shingles, vapor-barrier and deck.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
