Based on the path profile of WPFO contained in your first TV Fool report, it's quite likely that added antenna mounting height would yield significant improvement in signal quality.

elmo's suggestion of using two SiliconDust HDHR tuners, each fed by separate fixed aim antennas would be my approach also.

I'd like to see a reception report based on 25' AGL before suggesting antennas.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
