Hello, Brice

If I install an electric line to the concrete pad and put the power supply for the preamp in a weather proof enclosure would it help the preamp any all?
There are several factors involved. It would depend upon how much DC voltage the preamp is getting now through the long coax and how much voltage it needs for proper operation.

Also, the type of RG6 makes a difference. RG6 with a solid copper conductor has less voltage drop than RG6 with a copper clad steel center conductor.

Which preamp are you using now?

Why don't you make a test with a heavy gauge extension cord before running a line.
