The SiliconDust HDHR tuners are very good at showing signal strength and (more importantly) quality. The down side is that you need laptop or PC to see the readings. Amazon lists them at $69 this afternoon... pretty good deal.

Regardless of brand, each tuner is independent of the next one to it's left or right... so, no, there is no issue with phase matching. One antenna connects to one tuner, the other antenna connects to another tuner. It's the same as separate TVs connected to separate antennas.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
