I do believe it's for the antenna and installation (I think he/his company) wants to just do an attic install.. I could find his website if you want (or just search for Seattle installer and their price is like $295)...

And I think his experience or what he would do is to get you the local Seattle channels (say you live in Mount Vernon or Bellingham) and wanted Seattle stations. I doubt/sense that he would not want to get Vancouver stations... so I doubt there's any guarantee for the Vancouver stations.. he might do a guarantee to get Seattle (I think he does a site survey at your location using RF signal meter, etc)...

Still the other link says it's hard to maintain and aim and it's good gain is for the upper UHF channels....
