Looking at your TV Fool report I see two very weak signals on real VHF channels, WKRC, real CH-12 and WLIO, real CH-8 that may be receivable if you are willing to work hard at it... However, there are CBS and NBC affiliates much higher on the list, much easier to receive.
All of the stations shown on your report in the green, yellow and red groups are broadcast on real UHF channels.
If your father would like to hunt for DX (weak, distant) signals we can suggest a different antenna system.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
