Have you tried re-orienting the antenna at all?

The trouble with this style of antenna is you risk overamplifying the strong signals of which you have some. A decent passive antenna might be a better choice for you. If you were attracted to the RCA because of the small form factor, you might find something like a DB2e (or DB4e) with a dipole add-on palatable.

If you can handle a screw driver you can take apart the reflector assembly and put the dipole on the back of the DBe (screw hole is already there). It's a compact but potent combination, and the dipole is very effective on 11 and 13. I'm pulling 11 and 13 from almost 100 miles away with the exact same dipole (though I wouldn't have believed it if I hadn't seen it myself).

However, that's all speculative until you post an updated report.
