The FCC made their decisions about transmitter power using the assumption that everyone would have an outdoor antenna at 30 feet AGL. They have now found it necessary to authorize transmitter power increases to obtain the same coverage area as analog.

Analog signals fade gradually, and we can tolerate a little snow. Digital signals suddenly drop out at the "Digital Cliff." It's pretty much all or nothing.
