To get more gain in the UHF band, the next step after the XG-91 is the $BIG$ commercial antennas.
It would be interesting to see how high you need to go per TV Fool to find a NM of -5 dB or better on CH-45.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
