A preamp is designed to push signal long distances, and/or make up for loading down by multiple TV sets.
It will not make up for loss of signal due to signal blockage inside some building.
There is no way to predict how an antenna will perform when it is inside.
It's kind of like putting those dark plastic covers over your car's running lights.
