I like the 91XG plus a mid-range high-VHF antenna stacked vertically for this location. I don't think the 10-element high-VHF unit, whether separate or as a combo, is necessary. While it certainly wouldn't hurt, it's just that it's BIG(!) and probably not needed. A 5-element high-VHF Yagi or our C5 loop should suffice. Otherwise, I like the suggestion.
The 91XG includes a tiltable mast mount that will allow you to point its boom a bit "nose-up". I usually recommend boresighting the boom to your visible horizon.
