The report shows that channel 20, RF 19, KTVD has a co-channel warning with channel 19, KSBS, (no RF listed). That may be why you can't get that one.
I can't see any reason why you can't get 4, unless there is a strong FM station nearby overpowering it's signal.
A cheap FM filter/trap would be an easy thing to try.
Also try looking up your channel map on rabbitears, the database here is old and not well maintained. They may have more up-to-date info.
