You do not need power for an antenna-mounted amp at the antenna's location, power is fed up the coax from the other end.

Do you have the C4 or the C4V? Both models have been and continue to be available. The difference is the clip-on VHF dipole with the "V" variant.

Subdivisions and HOAs are barred under federal law from enforcing such covenants and restrictions except under VERY narrow circumstances. I've yet to see a single case of an HOA not backing away from the FCC with their tail between their legs when they try to enforce those rules and the homeowner takes them to task and files a complaint. Enforcement of those restrictions have been unlawful for almost 25 years and it's pretty much impossible to believe that the boards and managements are unaware of that.
