The HD8200U is not over-kill IMO. It will give you the best chance at reliable reception of WPVI, real CH-6 and with the aid of a rotator it give you access to weaker signals smaller antennas can not.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
