When the antenna is only receiving noise, an amplifier is only going to amplify the noise. Amplifiers 'push' signal through loss on the output side of the amp. Amplifiers do not / can not 'pull' signal from the antenna or air.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
