Unless there is water damage, corrosion or physical damage to the existing ground block, I would expect to never need to replace it.
Your suspicion about the TV or DVR would be worth investigating.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
