It would be prudent to gather more details first. With signals that strong, a paper clip should pick up many channels unless there are extenuating circumstances.
A good starting point would be to find out, first of all, which
specific stations are coming in okay as that tells us what is working and, secondly, some details about their residence, especially in regards to their layout, exposure in the direction of the signals source(s) and the construction involved.
