I'd try alternate antenna mounting locations and elevations.
If that fails, I'd consider opting for an Antennas Direct DB8E + Antennacraft Y10713. The RCA TVPRAMP1R has separate inputs for the two antennas.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
