I'm not convinced you need a rotator. The stations are grouped fairly well. modestly directional antennas such as the RCA ANT-751R and Antennacraft HBU-22 (or perhaps the HBU-11) will do a good job if mounted outdoors, clear of obstructions.

If you're connecting more than one or two TVs, an RCA TVPRAMP1R would do a good job overcoming cable and splitter losses.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
