It sure sounds as if the LG TV is producing RF interference that affects real CH-12 & CH-13. A bad CFL power supply or bulb???
Good luck finding a TV repair tech with the skill and tools to isolate that type of trouble.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
