From your tvf report I see you get ch 36, CITS. That transmitter is on the same tower and I believe it is lower on the tower. if you receive 36 OK then that suggests that ch 15 WBNF is blocking...

You might want to check the coordinates for your TV fool report. By my calculations it puts you about 14 miles south of the lake erie shoreline, in the middle of the lake!
