I received the following response to an inquiry as to it's status:

The Channel 8 re-broadcast transmitter in Lancaster
will remain on the air in analog for the foreseeable future.
It will be upgraded from a tube transmitter within the year to a newer
solid state and then eventually to digital.

Interesting. It sounds then that the "eventually to digital" will be on channel 8, an open allotment in Cornwall, and not on channel 45, the current post-transition allocation for that channel. I think I may follow up with CJOH.
