Having trouble getting ABC (and other VHFs)

Hi.

I am on the 3rd floor of an apartment complex. I am able to get all of the UHF channels no problem. Here is my antenna: http://www.radioshack.com/product/index.jsp?productId=3611256&znt_campaign=Category_CMS&znt_source=CAT&znt_medium=RSCOM&znt_content=CT2032189

I am running this on Samsung 6350 (http://www.samsung.com/us/video/tvs/UN60F6350AFXZA)

Any ideas as to why I can only pickup UHF? I tried moving the "bunny ears" in all different directions, but it wouldn't pick up channel 9.

You may need to adjust the telescoping rods while looking at your signal meter, if it is in fact, even being recognized in a scan.

Having a SE facing window, would also help, as would a larger antenna.

KCWX has a construction permit to transmit on VHF high band Digital channel 8 , the transmitter has not been built.

What is the building construction??

Wood with wood or vinyl siding??

Metal Foil Covered Insulation.??

What is the top floor of building??

If the the apartment has a ~ South East ~ facing window or balcony , put the , Non Amplified , 15-1874 antenna or CM4010 antenna , in/at the ~ South East ~ facing window/balcony.

Aim the , 15-1874 antenna or CM4010 antenna , at about 130 degree magnetic compass direction.
