New to this and I am wondering if it is possible for me to get the Fox station, WEUX-DT so my wife can watch her Packers.
It is very weak but it appears to be broadcast from the same antenna as WHWC-DT. Here is my report at 30 ft height: http://www.tvfool.com/?option=com_wrapper&Itemid=29&q=id%3dcc49b85a7560b0
I am thinking of using the RCA ANT3038XR.
Would a preamp help?

WEUX, real CH-49 is blocked by terrain and the curvature of the earth. If you see it occasionally it will be because the signal happens to bounce of an ionized layer in the upper atmosphere. Reliable reception would require an extreme tower build.
You can experiment with antenna height in TV Fool signal generator to see what might be possible.

What negative NM value do you think is possible to overcome?

A negative NM of -10 dB in the air is going to be a challenge and by -15 dB, reliable reception is going to be quite unusual... impossible in the majority of cases.

No it's not possible at your location.
1) WEUX is on a short (< 500' tower).
2) WEUX utilizes a highly directional transmitting antenna that limits westward power to less than 5% of its million watt ERP.
3) WEUX's ch 49 signal is bracketed by both a channel 48 and a channel 50 LD whose signals are forcast to be some 55 dB stronger, effectively wiping out the any channel 49 signal that might make it.
Items 1 & 2 probably limit WEUX's signal to a distance of 40 miles or so to the west of their tower with the best of antenna systems and the best of conditions.
If the wife wants to see the Packers via an antenna, it will mean a road trip some 30-50 miles to your east. If you've ever wanted an RV or a travel trailer and she's said "No", here's your excuse: "Honey, it's for you and your beloved Packers!"

Here is a way to receive distant Tv stations.

Connect a external Digital Broadcast Tv Tuner to the sling box , such as a http://www.channelmasterstore.com , CM-70001.
Or a http://www.epvision.com.
The external tuner and sling box will be at a location that can receive the desired Tv channel.
Such as a relatives or friends house.
The sling box will stream over the internet , the Tv channel , to your house.

There are also streaming boxes that send what is on the computer to the Tv and more and more Tv's and other devices have internet built in.
